The Adjustment to the General Construction Master Plan of Uong Bi City to 2030, with a Vision to 2050, was approved by the Prime Minister in 2016.
After nearly a decade of implementation, Uong Bi City has made significant progress in urban development, spatial expansion, infrastructure investment, and economic restructuring. In response to new development requirements and the strategic orientation of Quang Ninh Province, adjusting the General Master Plan has become essential to lay the foundation for the city’s next phase of strong growth.
Adjustment to the General Master Plan Is Essential
ACUD Vietnam Construction Technology Joint Stock Company, a member of S-Group, is honored to serve as the planning consultant for the project. With extensive experience in providing planning consultancy for major urban areas and strong professional expertise, ACUD has worked alongside Uong Bi City to develop a comprehensive vision for modern and sustainable urban development.
Accordingly, the adjusted master plan has:
Translated the socio-economic development orientations of Quang Ninh Province and Uong Bi City into specific planning directions, ensuring consistency with the Quang Ninh Provincial Master Plan for the 2021–2030 period, with a vision to 2050.
Established a strategy for Uong Bi to become a Grade I urban area by 2030, positioning the city as a key growth hub in the western part of the province with strong influence across the wider region.
Developed a long-term vision toward 2050, aiming to transform Uong Bi into a modern city with a distinctive identity, strong climate resilience, and greater international integration.
The adjusted master plan provides an important foundation for subsequent planning stages, including the preparation of zoning plans and detailed plans, as well as the formulation of urban infrastructure investment priorities. It thereby contributes to the systematic, coordinated, and well-structured management of the city’s future development.

On this basis, the master plan establishes a vision and development strategy for Uong Bi City to become:

Uong Bi is not only a land of significant cultural and historical value, with numerous heritage sites recognized nationally and internationally, but is also actively preserving and leveraging these assets to develop tourism as one of the city’s key economic sectors. Alongside tourism, major industries such as mining and energy continue to play a crucial role in the city’s economic structure.
With a systematic and modern planning approach developed with consultancy from ACUD, together with a strong foundation for sustainable development, Uong Bi City is gradually strengthening its position as a livable, dynamic, and innovative urban center and an attractive destination for both domestic and international investors.
