Planning area: Entire administrative boundary of Ninh Thuan Province, with a total natural area of approximately 3,355 km², comprising 7 administrative units: 1 city (Phan Rang–Tháp Chàm) and 6 districts (Ninh Hải, Ninh Phước, Ninh Sơn, Bác Ái, Thuận Bắc, Thuận Nam).

Project summary:
The “ Ninh Thuan Province Master Plan for the 2021–2030 Period, with a Vision to 2050” was approved by the Prime Minister under Decision No. 1319/QĐ‑TTg dated November 10, 2023.

The plan aims to elaborate the National Overall Plan and Regional Plans, serving as the basis for resource allocation and guiding spatial, sectoral, and urban–rural development within the province. Its objective is to build Ninh Thuận into a comprehensively, rapidly, and sustainably developing province with a diversified and prosperous economy; to strongly develop the maritime economy with a modern coastal economic zone where the marine sector contributes over 55% of the province’s GRP; to establish smart, sustainable, and distinctive coastal urban systems that are environmentally friendly, highly resilient to natural disasters and epidemics, and effectively adaptive to climate change; to achieve an urbanization rate above 65%; to preserve and promote cultural, historical, marine, and forest ecosystem values; to raise residents’ material and spiritual living standards to levels high in comparison with other localities nationwide, with a Human Development Index (HDI) of 0.8 or above; and to ensure robust national defense and security.
