The master plan for the construction of Quang Ninh Province aims to realize the socio-economic development of the province. Quang Ninh is envisioned as a modern service and industrial province by 2020, one of the leading economic engines in the North, and an international tourism center. The plan also contributes to ensuring national defense and security. The province is expected to have a high development rate compared to other cities in Vietnam, reaching the level of other developed cities in Southeast Asia by 2030.

The planning project was carried out by the joint venture of ACUD and Nikken Seikei (Japan).
