Deputy Prime Minister Trần Hồng Hà has recently signed Decision No. 158/QĐ-TTg approving the Master Plan for Vĩnh Phúc Province for the 2021–2030 period, with a vision toward 2050.
The planning scope covers the entire natural area of Vĩnh Phúc Province, spanning 1,236 km², including 09 administrative units at the district level (02 cities and 07 districts).
The development goal by 2030 is for Vĩnh Phúc to rank among the leading localities nationwide in terms of per capita GRDP growth; to have modern and synchronized infrastructure, meeting the basic criteria of a Grade I urban area, laying the foundation for becoming a centrally governed city.

Some specific economic targets include: The average GRDP growth rate during the period of 2021–2030 is expected to reach approximately 10.5–11.0% per year; the GRDP per capita by 2030 is projected to reach approximately 325 million VND. The decision also clearly outlines key priorities and breakthroughs, including: Continuing to leverage the province’s strengths in developing high-tech industries (with a focus on mechanical engineering, automobile and motorcycle manufacturing, and electronic components), making Vĩnh Phúc one of the country’s largest automobile and motorcycle production hubs. Maximizing unique potential, prominent opportunities, and competitive advantages to drive socio-economic development.
The province aims to transform its economic growth model from extensive to intensive, increasing labor productivity based on the application of science, technology, innovation, and digital transformation. This will contribute to raising the average income per capita.
Additionally, efforts will be intensified to simplify administrative procedures, significantly improve the business environment, and enhance the province’s competitiveness. Focus will be placed on improving indicators related to business support services, land access, and transparency, thereby creating favorable conditions for investment and formulating policies to support small and medium enterprises (SMEs).
Orientation for the development of key industrial sectors
The orientation for developing several primary industrial sectors includes:
- Manufacturing electronic products and supporting industries: Prioritize attracting enterprises producing industrial support products that meet the needs of the province’s key industries and the Red River Delta region.
- Mechanical engineering, assembly, and metal production: Develop this as a foundational industry; continue to promote high-end automobile products, motorcycles, and the production of spare parts for domestic use and export; encourage the development of mechanical engineering products serving the industrial and agricultural sectors.
- Food and beverage processing: Attract investment and facilitate the development of projects that process meat products (beef, pork, etc.) and dairy products in association with livestock development in advantageous areas, meeting the requirements and standards of investors in food processing.
Furthermore, tourism will be developed into a spearhead economic sector under the direction of “High-Quality Services – Distinctive Products – Sustainable Effectiveness”: combining the preservation of traditional cultural values with the creation of a distinctive identity through new and unique types of tourism. This will position Vĩnh Phúc as a leading destination for branded resort tourism with competitive capacity both nationally and internationally. The effective exploitation of golf courses, sports services, and entertainment will also be emphasized.
Achieving the criteria for a Grade I urban area by 2030
The urban system planning aims to achieve an urbanization rate of approximately 65% by 2030, which will include the following:
- Two Grade II cities: Vĩnh Yên and Phúc Yên.
- Five Grade IV towns: Vĩnh Tường, Tam Đảo, Bình Xuyên, Tam Dương, and Yên Lạc, with Vĩnh Tường, Tam Đảo, and Bình Xuyên to be established as administrative urban units (townships).
- Nineteen Grade V towns, including 14 towns in Lập Thạch District and 5 towns in Sông Lô District.
By 2030, Vĩnh Phúc aims to meet the criteria of a Grade I urban area, paving the way for its establishment as a centrally governed city. After 2030, the province will officially transition to becoming a centrally governed city.
The decision also specifies a group of solutions for mobilizing and utilizing investment capital, focusing on increasing capital mobilization for development investment.
