On June 30, 2023, Me Linh District (Hanoi), in collaboration with the Hanoi Urban Planning Institute, organized the Workshop on Construction Planning for Me Linh District Region up to 2030 with a Vision to 2050.
The workshop was attended by Mr. Trịnh Đình Dũng – Former Member of the Party Central Committee and Former Deputy Prime Minister; Mr. Trần Ngọc Chính – Former Deputy Minister of Construction and Chairman of the Vietnam Urban Planning and Development Association; leaders of Hanoi City and Me Linh District; along with experts in architecture and urban planning, and representatives of domestic and international enterprises such as Noble Group (South Korea), Haskoning Group (Netherlands), Flamingo Joint Stock Company, and VietJet Aviation Joint Stock Company.
At the workshop, Dr. Hán Minh Cường, representing S-Group Vietnam, delivered a presentation titled Development Oriented Toward Public Transit (TOD) in Me Linh District (Hanoi).
Secretary of the Me Linh District Party Committee Nguyễn Thanh Liêm Delivers Opening Remarks at the Workshop
In his opening remarks at the workshop, Secretary of the Me Linh District Party Committee Nguyễn Thanh Liêm emphasized the significance of the event in gradually completing the Regional Construction Plan for the district. He highlighted the importance of establishing a vision, strategy, and orientation to achieve breakthrough development in the coming period. According to Mr. Liêm, the task of regional construction planning is a top political priority, playing a critical role in guiding the comprehensive development of various sectors and shaping the socio-economic spatial development of the locality.
The plan aims to transform Me Linh District into a driving force for socio-economic development in the capital, focusing on balanced and sustainable economic growth as a foundation for upgrading the district to a metropolitan district (or a city under Hanoi). It proposes planning for the organization of urban spaces, rural residential clusters, a framework for technical and social infrastructure, and services for industrial and agricultural development. The development of rural framework infrastructure will ensure seamless integration with urban development areas in alignment with the Hanoi General Construction Master Plan.

Former Deputy Prime Minister Trịnh Đình Dũng expressed his hope that Mê Linh would become a satellite city and a counterbalance city to Hanoi, contributing significantly to urban development. “I agree with the perspective that Mê Linh must become an urban district. Becoming a district aligns with urban governance structures. Looking further ahead, it should transform into a city within the city. Mê Linh has long been identified as a counterbalance city to the capital, with a relatively high level of independence. Mê Linh’s independence is substantial, and its location is highly advantageous, positioned near the Red River and along the East-West corridor. Mê Linh must take on the role of a satellite city for Hanoi to share in the responsibilities of the capital,” he stated.

From the perspective of an expert with many years of experience in urban planning and development consulting, Dr. Hán Minh Cường proposed using public transportation as the foundation for forming urban development cores and land use. Regarding Mê Linh District, he observed that Hanoi has outlined specific directions for transportation development, with a coherent transportation network already planned. Specifically, the district is set to host urban railway line No. 7, monorail, BRT routes, and several bus lines.
With this public transportation network, Dr. Cường identified seven key transport hubs that could serve as nuclei for urban development. Based on these hubs, a roadmap for development tailored to specific goals could be established.
