On September 20, the People’s Committee of Bien Hoa City organized a scientific seminar on “Overall Adjustment of the General Planning for Bien Hoa City until 2045.” ACUD Vietnam Technology Construction JSC, a member company of S-Group Corporation, was honored to serve as the planning consultant for this project. Gradual Transition of Bien Hoa City’s Urban Structure Model
In March 2023, the Prime Minister approved the task of overall adjustment for the general planning of Bien Hoa City until 2024. The scope of the adjustment includes the entire administrative boundaries of the city, covering 29 wards and 1 commune, with an area of over 26,000 hectares. The main objective of the adjustment is to gradually transition from the “industrial urban” structure model to a “service and industrial urban” structure model, aiming towards the development of a smart and sustainable city.
Based on the approved tasks for adjusting the general planning, the city’s relevant agencies, together with ACUD Vietnam as the consulting unit, have been actively implementing the planning adjustment process to integrate the best ideas into the overall adjustment plan for Bien Hoa City.
Overview of the Seminar
At the seminar, Dr. Tran Anh Tuan, former Deputy Director of the Department of Technical Infrastructure under the Ministry of Construction, emphasized that Bien Hoa currently holds significant advantages due to its connectivity to two major ring roads of the Ho Chi Minh City metropolitan area: Ring Road 3 and Ring Road 4. Located in the Southern Key Economic Zone, which includes Ho Chi Minh City and districts along National Highways 22, 13, 1, and 51 through the provinces of Binh Duong, Dong Nai, and Ba Ria–Vung Tau, Bien Hoa serves as a critical logistics hub for the dynamic Southern Economic Region and Southeast Region.
Dr. Science and Architect Ngo Viet Nam Son noted that, in the context of climate change, many areas in Ho Chi Minh City face potential flooding in the future due to rising sea levels. In contrast, Bien Hoa can capitalize on its high-altitude terrain to develop as a flood-free urban area. He stressed the importance of establishing a multi-center urban regional connection, investing in green spaces, and integrating urban development with public transportation through the Transit-Oriented Development (TOD) model.
Particularly noteworthy is the focus on developing along the Dong Nai River. With its beautiful riverfront, which is a rare asset, Bien Hoa should prioritize strategies for preservation, renovation, and efficient development of this area with a forward-thinking approach.

Agreeing with this perspective, Architect Tran Ngoc Chinh, President of the Vietnam Urban Planning and Development Association, emphasized that the Dong Nai River holds historical, cultural, and economic significance. In particular, the river’s landscape through Bien Hoa City is exceptionally beautiful. The key challenge lies in developing and utilizing this resource in a sustainable manner. During urban development, it is crucial to recognize the Dong Nai River as a precious natural asset, not only for the locality but also for the entire Southeast region.
Additionally, many experts and researchers from universities and urban planning institutes suggested that this round of planning adjustments should prioritize leveraging the potential of the Dong Nai River. Few places in the country possess a river that traverses the city center as beautifully as Bien Hoa does.
