On February 21, 2025, the People’s Committee of Mê Linh District held a conference to announce and hand over the Detailed Planning Project for the Renovation and Upgrading of the Residential Area at a 1/500 scale in Đại Thịnh Commune, Mê Linh District, Vĩnh Phúc Province. ACUD Vietnam Construction Technology Joint Stock Company, a member of S-Group, was honored to be the consulting unit responsible for implementing the planning project.
Attending the conference, on behalf of the local authorities, were leaders of the People’s Committee of Đại Thịnh Commune and the Urban Management Department of Mê Linh District. On behalf of the consulting unit, there were Mr. Nguyễn Văn Lâm – Deputy Director of ACUD Vietnam and Chief Planner of the project, and Ms. Trần Thu Hà – Head of Project Development at S-Group.
Mr. Nguyễn Văn Lâm – Chief Planner of the project – signed the handover agreement for the planning project with the People’s Committee of Đại Thịnh Commune.
Đại Thịnh is one of 16 communes in Mê Linh District, Hanoi. After several administrative unit adjustments, in 2008, Đại Thịnh officially became part of Mê Linh District, Hanoi. The commune shares administrative boundaries with several other communes in Mê Linh District, such as Văn Khê, Tam Đồng, and Thanh Lâm.
Đại Thịnh Commune has a total natural land area of 8.38 km² and an estimated population of over 9,000 people, with a population density of 1,091 people/km². The commune benefits from a favorable transportation network, with two major roads, National Highway 23 and Mê Linh Road, running through its territory.
With its existing development potential, the detailed planning of Đại Thịnh plays a crucial role in the overall development of Mê Linh District. This is particularly significant as the district’s planning towards 2030 envisions Mê Linh as an emerging growth area of the capital city, Hanoi.

The detailed planning project for Đại Thịnh Commune aims to renovate and upgrade residential areas while ensuring synchronization with Hanoi’s overall development program. The key objectives include improving infrastructure quality, enhancing public facilities, protecting the environment, and preserving the local cultural identity.
For this project, ACUD Vietnam Construction Technology JSC served as the consulting unit responsible for the detailed planning and renovation of the residential area within Planning Unit I.1.2 at a 1/500 scale, which has been officially approved.
This event marks not only a significant milestone for Đại Thịnh Commune but also adds to the portfolio of high-quality planning projects that ACUD Vietnam has successfully implemented. With extensive experience in urban planning, ACUD continues to assert its leading role in promoting sustainable local development, laying a strong foundation for long-term economic and social progress.
The new plan helps Đại Thịnh identify its potential and strengths, enabling local authorities to implement focused strategies for growth. This ensures the commune maximizes its advantages and translates its aspirations into concrete economic and social development goals.
