Hai Duong Province Planning Project, Jointly Advised by ACUD Vietnam, Receives Prime Ministerial Approval

The Deputy Prime Minister, Tran Hong Ha, recently signed Decision No. 1639/QĐ-TTg approving the Hai Duong Province Master Plan for the 2021-2030 period, with a vision toward 2050. ACUD Vietnam Construction Technology Joint Stock Company is honored to be a member of the consortium of consulting units responsible for the development of this project.

According to the plan, by 2030, Hai Duong will become a modern industrial province and a key industrial hub in the Red River Delta, with a large-scale economy within the country. Its socio-economic infrastructure will be synchronized, and its urban system will develop in a green, smart, modern way with rich local cultural identity. Hai Duong will meet several key criteria of a centrally-governed city, with an average economic growth rate of approximately 9.5% per year.

Looking ahead to 2050, Hai Duong is expected to meet the criteria for a centrally-governed city, becoming a modern, green, intelligent, safe, sustainable city with deep international integration, and rich cultural heritage of the Eastern region. The province will focus on developing high-tech industries, high-quality services to support production activities in the area and the whole region, as well as developing multi-value agricultural economy to ensure economic stability.

The key tasks identified by Hai Duong Province focus on addressing cross-sectoral and inter-provincial conflicts in a reasonable and harmonious manner through the evaluation of current development status and integration of development directions across various sectors, fields, and localities.

The province aims to fully implement digital transformation in management and business operations, with the digital economy as a crucial element in all fields. Efforts will be made to accelerate technology transfer and focus investments on research and development activities.

Developing high-quality human resources, especially in mechanical engineering, electronics, logistics, healthcare, and education, is a priority. The province will also emphasize the operations of training institutions in alignment with the needs of employers.

Policies and mechanisms will be issued to significantly improve the investment and business environment, enhancing the province’s competitiveness. There will also be policies to develop high-tech industries and supporting industries.

The province will mobilize resources and effectively utilize investment capital in the development of synchronized, modern socio-economic infrastructure, especially infrastructure that facilitates intra-provincial and regional connectivity, as well as information technology, science and technology infrastructure to serve the development of the digital economy, digital society, and digital government.

The master plan focuses on developing five key pillars: High-tech industries and supporting industries; High-quality services; Green, modern, and smart urban development; High-tech and organic agriculture; Ensuring social welfare and environmental protection.

Three supporting platforms will be built: Culture and people of the Eastern region – developing high-quality human resources; A transparent and open investment and business environment; Digital economy, science and technology, and synchronized, modern infrastructure.

The plan will establish four spatial development axes: North-South development axis; East-West development axis passing through the northern area of the province; Central-East-West development axis; Economic development axis along the river routes.
