Develop a Comprehensive and Modern Firefighting Infrastructure by 2030.

The Firefighting Infrastructure Planning for the 2021-2030 period, with a vision towards 2050, sets the goal of developing a synchronized and modern firefighting infrastructure by 2030, suitable for Vietnam’s conditions and gradually meeting the standards of advanced countries worldwide. This infrastructure will be integrated seamlessly with the national technical infrastructure system, aiming to control the increase in fire and explosion incidents.

On July 27, in Hanoi, the Ministry of Public Security held a conference to announce Decision No. 819/QD-TTg of the Prime Minister, approving the Firefighting Infrastructure Planning for the 2021-2030 period, with a vision towards 2050.

The conference was attended by the leadership of the Fire Prevention, Firefighting, and Rescue Police Department (PCCC&CNCH), along with leaders from various ministries, departments, and corporations; representatives from several divisions and bureaus under the Ministry of Public Security; public security authorities from key regions within the planning areas; and representatives from the planning consultancy unit, ACUD Consult.

Speaking at the conference, Major General Huỳnh Thới An, Deputy Director of the Fire Prevention, Firefighting, and Rescue Police Department (PCCC&CNCH), emphasized: “The conference announcing the Firefighting Infrastructure Planning is an important event to publicize the Firefighting Infrastructure Plan for the 2021-2030 period, with a vision towards 2050.

“This is an opportunity to enhance activities to raise awareness of compliance with laws on planning, investment, construction, management, and operation of firefighting infrastructure, thereby creating high consensus and agreement among political organizations, businesses, and the public when implementing the plan,” Major General Huỳnh Thới An stated.

Major General Huỳnh Thới An, Deputy Director of the Fire Prevention, Firefighting, and Rescue Police Department (PCCC&CNCH), spoke at the conference.

Accordingly, the fire protection infrastructure plan is aligned with the strategy for economic and social development, the national master plan, and sectoral plans. Fire protection infrastructure plays an essential role and requires synchronized investment and modernization, which will contribute to economic and social development, maintaining national security and social order, adapting to climate change, and promoting sustainable development.

One of the main tasks of the plan is to develop a network of fire protection police headquarters, barracks, and specialized facilities, as well as to establish local firefighting forces, voluntary groups, and civil defense. It also includes a clear development strategy for fire protection water supply systems in urban areas and industrial zones, ensuring total firefighting water flow that aligns with the urban water supply development direction, industrial zones, and related sectors.

The goal for 2030 is to develop synchronized, modern fire protection infrastructure that is suitable for Vietnam’s conditions, aiming to meet the standards of advanced countries globally. It will be connected harmoniously with the country’s technical infrastructure system, control the increase in fires and explosions, protect human lives, health, and property, safeguard the environment, and contribute to ensuring national security and social order.

By 2050, the vision is to complete the nationwide network of fire protection police headquarters and barracks, ensuring the coverage radius of firefighting units meets the standards of advanced countries. The fire protection water supply systems, transportation types, and modern command and control systems for firefighting, search, and rescue operations will be unified and fully integrated with the national technical infrastructure.
