On the afternoon of November 30th, Bắc Kạn province held a conference to announce the province’s planning for the 2021-2030 period, with a vision for 2050. Deputy Prime Minister Trần Hồng Hà attended the event and presented the Decision of the Prime Minister to Bắc Kạn province. ACUD Consult was honored to be the consulting unit responsible for developing the planning for Bắc Kạn province for the 2021-2030 period, with a vision for 2050.
The conference was attended by: Mr. Nguyễn Sỹ Hiệp, Permanent Vice Chairman of the Office of the Government; Mr. Lê Đình Thọ, Deputy Minister of Transport; Mr. Trần Quý Kiên, Deputy Minister of Natural Resources and Environment, along with representatives from several central ministries and agencies.
From Bắc Kạn province, attendees included: Mr. Hoàng Duy Chinh, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Phương Thị Thanh, Permanent Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People’s Council; Nguyễn Đăng Bình, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; members of the Standing Committee of the Provincial Party Committee, the Provincial People’s Council, the Provincial People’s Committee, as well as leaders from various departments, industries, and representatives from businesses and investors. At the conference, the representative of the People’s Committee of Bắc Kạn province announced the Prime Minister’s Decision on the approval of the Bắc Kạn Provincial Planning. Deputy Prime Minister Trần Hồng Hà presented Decision No. 1288/QĐ-TTg dated November 3, 2023, from the Prime Minister, approving the Bắc Kạn Provincial Planning for the 2021-2030 period, with a vision for 2050, to Bắc Kạn province.

In his speech, Deputy Prime Minister Trần Hồng Hà emphasized: The announcement of the Bắc Kạn Provincial Planning for the 2021-2030 period, with a vision for 2050, is held at a special time, coinciding with the preparation for the 27th anniversary of the province’s re-establishment. This event holds significant importance for the Party Committee, local government, and the people of Bắc Kạn on their journey to fulfill the aspiration of becoming a province with a dynamic and relatively developed economy compared to other regions across the country.
Deputy Prime Minister Trần Hồng Hà acknowledged and highly appreciated the remarkable achievements made by the Party Committee, government, and the people of Bắc Kạn throughout the past journey. He expressed gratitude to the people of all ethnic groups in Bắc Kạn for their bravery and heroism during the resistance war, their dedication to labor, developing the homeland, preserving forests, and protecting the natural green roof and water sources for the Red River Delta provinces.

Among the six breakthrough developments mentioned in the Provincial Planning, the Deputy Prime Minister emphasized that Bắc Kạn must identify tourism development as a key economic sector. The province should develop agriculture, forestry, and other industries effectively and sustainably, and participate more deeply in global value chains. It should focus resources to accelerate industrialization and modernization in forest economy development with three main focuses: developing carbon credit production services, biomass energy, timber processing industry, pharmaceuticals, medicinal herbs, wood, and other products; and prioritizing the implementation of comprehensive education and training efforts to enhance human resource quality in an inclusive and holistic manner.
The Bắc Kạn Provincial Planning is designed to be “open,” “strategic,” and “long-term.” The province must urgently review, establish, adjust, and implement detailed, specialized planning to ensure consistency and alignment with the Provincial Planning, creating new opportunities and development spaces. The province should focus on administrative reforms and build a government that serves the people; be proactive, positive, flexible, creative, and effective in leadership, direction, and management. The Deputy Prime Minister believes that today’s event marks a very good start, which further strengthens our confidence in a green, rapid, and sustainable Bắc Kạn.
Speaking at the conference, Mr. Hoàng Duy Chinh, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial Delegation of the National Assembly, on behalf of Bắc Kạn Province, fully acknowledged the directives from the Deputy Prime Minister and will translate them into leadership actions, directing and organizing the implementation of tasks that suit the local conditions and advantages.
Bắc Kạn Province hopes to continue receiving support and facilitation from the Central Government and the Deputy Prime Minister in the process of implementing the Provincial Planning as well as in the province’s development efforts. The province also appreciates the sense of responsibility, proactivity, creativity, and the contributions of the entire political system, consulting units, experts, scientists, the people, and the business community throughout the process of developing the Provincial Planning.
