On the afternoon of June 22, the 14th Conference of the Executive Committee of Điện Biên Province Party Committee (Term XIV, 2020–2025) was held to discuss the Planning of Điện Biên Province for the period 2021–2030, with a vision to 2050.
The conference was chaired by Mr. Trần Quốc Cường, Member of the Party Central Committee and Secretary of the Provincial Party Committee; Mr. Mùa A Sơn, Standing Deputy Secretary of the Provincial Party Committee; and Mr. Lê Thành Đô, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee.
Representing ACUD Vietnam, the consulting unit, were Mr. Hán Minh Cường, Project Director, and other ACUD specialists.
Mr. Trần Quốc Cường, Member of the Party Central Committee and Secretary of the Provincial Party Committee, delivered a speech at the conference.
At the conference, Mr. Hán Minh Cường, Project Director, presented the Planning of Điện Biên Province for the period 2021–2030, with a vision to 2050.
Accordingly, the planning for Điện Biên Province includes 24 proposed integrated sectoral and field plans, as well as 10 proposed integrated plans for spatial organization of socio-economic development, and socio-economic infrastructure in districts, towns, and cities. These include proposals such as developing agricultural production by region in connection with high-quality value chains, improving transport and logistics infrastructure, establishing networks of educational and training institutions, scientific and technological facilities, developing the province’s industry and handicrafts, enhancing information and communication infrastructure, and expanding networks of media, broadcasting, television, electronic information, publishing facilities, and postal services.

The delegates at the conference contributed opinions on perspectives, orientations, objectives, and breakthrough strategies; the structure of new spatial development; sectoral and field development plans; development plans for districts and inter-district regions; planning solution groups and the determination of priority lists; infrastructure planning (transportation, power grid, water supply, drainage, and solid waste management); and land use allocation for the province’s overall planning.
Additionally, they proposed solutions for foreign relations, identified issues related to ethnic and religious affairs, and provided evaluations and recommendations for spiritual tourism development.
A representative from the Department of Culture, Sports, and Tourism provided input on tourism development for the draft Provincial Plan.
In conclusion, Provincial Party Secretary Trần Quốc Cường requested the consulting unit and the planning drafting unit to review the document, especially the names of locations and landmarks. He urged members of the Provincial Party Executive Committee, leaders of departments, sectors, and localities, as well as heads of units, to uphold their sense of responsibility, utilize their expertise, and provide input specific to their respective fields and areas of responsibility. All feedback should be submitted to the Department of Planning and Investment by June 26 at the latest for compilation.
As for the feedback provided at the conference, the Department of Planning and Investment and the consulting unit were tasked with incorporating, researching, and finalizing the Provincial Plan for the 2021–2030 period with a vision to 2050.
