Deputy Prime Minister Trần Hồng Hà has recently signed Decision No. 158/QĐ-TTg approving the Master Plan for Vĩnh Phúc Province for the period 2021–2030, with a vision to 2050.
The planning scope covers the entire natural area of Vĩnh Phúc Province, with a total area of 1,236 km², consisting of nine district-level administrative units (including two cities and seven districts).
The development goal by 2030 is for Vĩnh Phúc Province to be among the leading localities in the country in terms of per capita GRDP growth. The province aims to have a synchronized and modern infrastructure system that basically meets the criteria of a Grade I urban area, laying the foundation for becoming a centrally governed city in the future.
Specific Economic Targets
The specific economic targets include: an average GRDP growth rate of approximately 10.5–11.0% per year for the 2021–2030 period; per capita GRDP reaching approximately VND 325 million by 2030. The urbanization rate is expected to reach about 65%, with the province meeting the criteria of a Grade I urban area at a provincial scale. The percentage of districts achieving the “new-style rural district” status is set at 100%.
Social Development Goals
The province aims for 100% of public preschools and general education schools to meet national standards, with 30% achieving Level 2 standards. The number of hospital beds per 10,000 people is expected to exceed 45, while the number of doctors and pharmacists per 10,000 people will surpass 19 and 5, respectively. The poverty rate is targeted to decrease to 0.5%.
Vision for 2050: A Modern, Thriving, and Sustainable City
By 2050, Vĩnh Phúc envisions itself as a centrally governed city with modern, green, and clean infrastructure, maintaining its distinct identity and fostering a prosperous society. The city is set to achieve comprehensive development in all aspects—economy, society, and environment—while ensuring a high quality of life and happiness for its residents.
Transforming Vĩnh Phúc into a Major Automobile and Motorcycle Production Hub
The decision outlines key breakthroughs and priorities, including leveraging the province’s strengths in high-tech industries, particularly in mechanical engineering, automobile and motorcycle manufacturing, and electronic components. The goal is to establish Vĩnh Phúc as one of the largest automobile and motorcycle manufacturing hubs in the country. The province aims to maximize its unique advantages, outstanding opportunities, and competitive strengths to drive socio-economic development.
Shifting from Extensive to Intensive Economic Growth
Vĩnh Phúc is committed to transforming its economic growth model from extensive to intensive, increasing labor productivity through the application of science, technology, innovation, and digital transformation. The province also aims to raise per capita income levels.
Enhancing Business Environment and Administrative Reform
Efforts will be intensified to streamline administrative procedures and significantly improve the investment and business environment, boosting the province’s competitiveness. Key focus areas include enhancing business support services, improving land access, ensuring transparency, and creating a favorable investment climate. Policies will be developed to support small and medium-sized enterprises (SMEs).
Strategic Development of Key Industrial Sectors
The development of key industries will be guided by the following strategies:
- Electronics and supporting industries: Priority will be given to attracting enterprises engaged in manufacturing supporting industrial products that serve the province’s and the Red River Delta region’s key industries.
- Mechanical engineering, assembly, and metal production: This sector will be developed as a fundamental industry, continuing the production of high-end automobile and motorcycle models, as well as manufacturing parts and components for both domestic consumption and export. The development of precision mechanical products for industrial and agricultural applications will also be encouraged.
- Food and beverage processing: Investment will be attracted to develop projects related to meat processing (beef, pork, etc.) and dairy production, aligning with the province’s livestock farming advantages and meeting the quality and standards required by food processing investors.
Tourism as a Key Economic Sector
Tourism will be positioned as a leading economic sector under the strategy of “High-Quality Services – Unique Products – Sustainable Efficiency.” The province will both leverage its rich cultural heritage and create new, unique tourism experiences to establish itself as a premier destination for branded and competitive domestic and international resort tourism. Investment will also be directed toward optimizing the potential of golf courses, sports, and entertainment services.
Striving for Grade I Urban Status by 2030
The urban planning strategy targets an urbanization rate of approximately 65% by 2030. The province’s urban system will include:
- Two Grade II cities: Vĩnh Yên and Phúc Yên.
- Five Grade IV towns: Vĩnh Tường, Tam Đảo, Bình Xuyên, Tam Dương, and Yên Lạc, with Vĩnh Tường, Tam Đảo, and Bình Xuyên designated as administrative urban units (townships).
- Nineteen Grade V towns, including 14 in Lập Thạch District and 5 in Sông Lô District.
By 2030, Vĩnh Phúc aims to fully meet the criteria of a Grade I urban area, laying the foundation for its transition into a centrally governed city. After 2030, the province is expected to officially become a centrally governed city.
Mobilizing and Utilizing Investment Capital
The decision emphasizes mobilizing diverse investment sources to drive development. The efficient use of public investment will be prioritized, particularly for key projects with broad economic and social impacts. Investment diversification will be encouraged through various financing models, including public-private partnerships (PPP). Additionally, the province will enhance domestic and international investment promotion efforts to attract capital for infrastructure development and industrial and business projects.
