The Standing Committee of the Thai Binh Provincial Party Committee Highly Appreciates the Quality of the Master Plan Project for Thai Binh City, with ACUD Consult as the Consulting Unit.

In the afternoon of June 15th, the Standing Committee of the Thai Binh Provincial Party Committee held a meeting to discuss and provide feedback on the master plan for the development of Thai Binh City until 2035, with a vision towards 2050.

The meeting was chaired by Mr. Ngô Đông Hải, a member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee; Mr. Nguyễn Tiến Thành, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council; and Mr. Nguyễn Khắc Thận, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee.

Representing the consulting unit, ACUD Vietnam, was Mr. Nguyễn Văn Lâm, the project manager of the master plan.

The master plan for the development of Thai Binh City until 2035, with a vision towards 2050, aims to build a green, modern urban area along the Tra Ly River with two urban cores. The southern bank of the city is the core urban area, which is currently under development, while the expansion will move across the northern bank and eventually extend towards the northeast, with the Tra Ly River as the central ecological axis. Based on this, the city is oriented towards developing urban spaces, economic sectors, transportation systems, drainage, wastewater treatment, environmental sanitation, electrical systems, communication infrastructure, and cultural-social infrastructure.

According to the plan, Thai Binh City, classified as a type-I urban area under provincial jurisdiction, plays a role as the administrative, political, economic, cultural, healthcare, education, and scientific-technical center of the province. It is also one of the key transportation hubs connecting the Hanoi Capital Region with the North Coastal region. Additionally, it is the central city of the southeastern subregion of the Red River Delta, developing in multiple sectors with a focus on commerce and services, healthcare, education, high-quality human resources development, and high-tech industries. This will also be a city rich in traditional cultural heritage, combining a green, smart, modern urban environment with sustainable development, and playing an important role in the province’s security and defense.

During the discussion and contribution of ideas on the master plan, all delegates emphasized the importance and necessity of developing the urban planning for Thai Binh City. This task was set forth in the Resolution of the 20th Provincial Party Congress with the goal: to build Thai Binh City into a type-I urban area and develop several type-IV and type-V urban areas to serve the Thai Binh Economic Zone, following a green, modern urban development model. Special attention should be given to the planning and construction of urban spaces along both banks of the Tra Ly River in a modern direction, while capitalizing on the advantages of the landscape. Therefore, in developing the plan, it is necessary to ensure the planning of sub-zones that preserve the characteristics and uniqueness of Thai Binh City, demonstrating its role as the dynamic urban center of the province. It should ensure connectivity with other cities within the province and neighboring provinces, with the Tra Ly River serving as the central landscape axis. The urban development must be modern while preserving historical and cultural values, as well as unique local products. Alongside urban and service development, attention should also be given to developing ecological agriculture and high-tech agriculture.

In his concluding remarks, Mr. Ngô Đông Hải, Member of the Central Party Committee and Secretary of the Provincial Party Committee, emphasized that Thai Binh City is the political, administrative, economic, and socio-cultural center of the province and plays a crucial role in the province’s development. It is also a place that holds many profound historical and cultural values and is a source of pride for the Party and people of Thai Binh, having made significant contributions to the province’s development for many years. The planning of Thai Binh City has been a focus of attention by the Provincial Party Committee, Provincial People’s Council, and Provincial People’s Committee since early on, with considerable effort and resources invested, especially after the 20th Provincial Party Congress, which provided scientific, systematic, and strategic guidance.

The Provincial Standing Committee acknowledged and highly appreciated the determination, urgency, and responsibility shown by the City Party Committee and the People’s Committee of Thai Binh in the process of finalizing the master plan. They also cleared the bottlenecks and barriers that had existed for years, investing in the renovation and construction of projects that have created a significant transformation, giving the city a new face for development in a civilized and modern direction. The master plan for the construction of Thai Binh City by 2035, with a vision towards 2050, has been carried out in a serious, scientific, meticulous, and systematic manner with a high level of responsibility. It is both practical and strategically forward-looking, meeting the standards and criteria in line with the Resolution of the 20th Provincial Party Congress and Resolution No. 03-NQ/TU dated November 25, 2021, of the Provincial Party Executive Committee on the construction and development of Thai Binh City by 2030, with a vision for 2045.

The ideas and basic objectives outlined in the resolutions have been implemented, and the vision has been clearly shaped, creating synchronization, consistency, and unity in the process of building and developing Thai Binh City in the future. The master plan, developed by the consulting unit ACUD Consult, has proposed solutions that combine urban renewal with development, blending tradition with modernity to highlight the unique characteristics of Thai Binh City. Issues related to the landscape axis, urban axes, internal and external transportation systems, functional zones, economic development drivers, technical infrastructure, social infrastructure, and population distribution have been clearly reflected in the master plan.

On this basis, the Provincial Standing Committee has agreed to approve the master plan for the construction of Thai Binh City by 2035, with a vision towards 2050. The Secretary of the Provincial Party Committee has requested that the consulting unit take into account the feedback from the delegates to improve the plan, ensuring its quality, so that it can be integrated into the provincial master plan as a legal basis for future implementation.
