The Appraisal Council approves the planning of Vĩnh Phúc province.

On September 20, 2023, the Appraisal Council for the Vĩnh Phúc Provincial Planning for the period 2021–2030, with a vision to 2050, held a meeting. ACUD Vietnam participated as the lead unit of the consulting consortium for the planning project. At the conclusion of the meeting, the Appraisal Council unanimously approved the planning project.

Under the chairmanship of Deputy Minister of Planning and Investment Trần Quốc Phương, Vice Chairman of the Appraisal Council, the council conducted the appraisal, voting by ballot, and approved the Vĩnh Phúc provincial planning for the period 2021–2030, with a vision to 2050, subject to revisions, additions, and finalization.

The meeting was attended by members of the Appraisal Council, including representatives from various ministries, experts, reviewers, and representatives from relevant departments of the Ministry of Planning and Investment.

On the Vĩnh Phúc side, the meeting was attended by Secretary of the Provincial Party Committee Hoàng Thị Thúy Lan, Head of the XV National Assembly Delegation, Chairwoman of the Vĩnh Phúc Provincial People’s Council; Standing Deputy Secretary Phạm Hoàng Anh; Chairman of the Vĩnh Phúc Provincial People’s Committee Lê Duy Thành, along with representatives from relevant departments and agencies.

The consulting consortium included: ACUD Vietnam Construction Technology Joint Stock Company – the lead unit of the consortium; Vĩnh Phúc Construction Planning Institute – Department of Construction; Land Planning and Development Department – Land Survey, Planning, and Valuation Center.

Opening the conference, Deputy Minister Trần Quốc Phương emphasized that the development and implementation of the planning for the period 2021-2030, with a vision to 2050, is one of the most important political tasks and a valuable opportunity to create new development spaces and new drivers for the socio-economic development of the country, region, and locality.

The Deputy Minister also highlighted the advantages in the context of planning for Vĩnh Phúc Province, in order to consider and concretize development directions in the province through the planning, such as the Resolution of the 13th National Party Congress, Resolution No. 30-NQ/TW dated November 23, 2022, by the Politburo on the socio-economic development, national defense, and security directions for the Red River Delta region until 2030, with a vision to 2045; the Resolution of the Provincial Party Congress for the 2020-2025 term; the National Master Plan; etc.

At the same time, he pointed out that despite the advantages and achievements, Vĩnh Phúc still faces some challenges that need to be addressed, such as its per capita GRDP still being in the average group of the Red River Delta region, not meeting the set expectations. The openness and integration of the economy have not yet matched its strategic position, which is located on major economic corridors and acts as a satellite supporting and connecting development with Hanoi in various fields.

Speaking at the conference, Secretary of Vĩnh Phúc Provincial Party Committee Hoàng Thị Thúy Lan stated that the province of Vĩnh Phúc recognizes the importance of the provincial planning, which serves as a vital legal framework for formulating socio-economic development policies for the province as a whole and for contributing to the socio-economic development of the region in particular, especially in attracting investment and fostering socio-economic growth.

Notably, the development of this plan presents an opportunity for the province to conduct a comprehensive inventory, review, and assessment of natural conditions, evaluate development resources, and identify key issues and bottlenecks affecting the socio-economic development of the province during the planning period. From there, the province can propose viewpoints, visions, and strategic goals, particularly regarding the allocation of space and development resources. The planning serves as the foundation to realize the province’s aspirations and commitment to development.

Ms. Hoàng Thị Thúy Lan mentioned that, throughout the process, under the leadership of the Government and the guidance of the Ministry of Planning and Investment and relevant ministries and sectors, the province has made progress in the planning process. She expressed the hope of continuing to receive the attention of experts, scientists, and relevant agencies so that once the plan is approved, the province can gradually implement the socio-economic development tasks for 2030, with a vision to 2050.

Concluding the conference, Deputy Minister Trần Quốc Phương agreed with several points raised by the Council and affirmed that Vĩnh Phúc province has rigorously followed the planning process in accordance with the legal requirements for planning. The content of the plan reflects new thinking, new visions, and the province’s aspirations for development; it demonstrates the connectivity and coordination between the province’s development directions and the allocation of space for socio-economic activities.

Essentially, the content of Vĩnh Phúc’s provincial planning meets the requirements set out by the Planning Law; at the same time, the strategic environmental assessment of the plan largely complies with the legal requirements concerning environmental protection.

The Appraisal Council conducted a vote using evaluation ballots, with the results showing 29 votes in favor: 2 votes approved without amendments, and 27 votes approved with requests for modifications and additions.
