The delegates performed the groundbreaking ceremony for the Tam Hiep Industrial Cluster and Lien Hiep Industrial Cluster – Phase 2 projects.

On June 26, 2020, the Hanoi People’s Committee issued Decision No. 2801/QD-UBND regarding the establishment of the Lien Hiep Industrial Cluster – Phase 2. The project was granted an extension of the implementation deadline under Decision No. 4531/QD-UBND on November 17, 2022; and Decision No. 2797/QD-UBND on the establishment of the Tam Hiep Industrial Cluster in Phuc Tho District, which was extended under Decision No. 4324/QD-UBND on November 8, 2022, and Decision No. 5909/QD-UBND on November 8, 2023.

The Lien Hiep Industrial Cluster – Phase 2 covers an area of 12.2 hectares with a total investment of 249 billion VND. The Tam Hiep Industrial Cluster has an area of about 20 hectares and a total investment of 454 billion VND. The two projects include investment components such as land leveling, transportation, water supply and drainage, wastewater treatment, landscaping, electricity supply, lighting, telecommunications, administration buildings, service buildings, security, and other auxiliary works.

The leaders of the Hanoi People’s Committee presented flowers to congratulate the groundbreaking ceremony.

Speaking at the ceremony, Mr. Nguyễn Mạnh Quyền, Vice Chairman of the Hanoi People’s Committee, emphasized that the groundbreaking for the infrastructure investment and the early operation of the Tam Hiep and Lien Hiep Industrial Clusters – Phase 2 will contribute to addressing the land needs for production facilities in the district. It will gradually move production facilities in traditional craft villages and residential areas into concentrated production zones, solve environmental pollution issues, and promote the sustainable development potential of local industry, handicrafts, and craft villages.

The Vice Chairman of the Hanoi People’s Committee acknowledged and praised the efforts of the Party committee, local authorities, and people of Phuc Tho District; the city’s departments and agencies, especially the Minh Duong Investment and Development Housing Joint Stock Company, Minh Duong Group Joint Stock Company, and the households with agricultural land who supported the land clearance work.

Mr. Nguyễn Mạnh Quyền, Vice Chairman of the Hanoi People’s Committee, gave a directive speech at the ceremony.

To accelerate the progress and complete the technical infrastructure construction soon, attracting investors for business operations within the industrial cluster, the Vice Chairman of the Hanoi People’s Committee requested that relevant agencies and units focus on implementing several key tasks.

Accordingly, the city’s departments, Phuc Tho District, Tam Hiep Commune, and Lien Hiep Commune need to continue to create the most favorable conditions for investors during the project implementation, especially in removing obstacles, shortening the time for administrative procedures. They should also regularly check, urge, and guide investors in building modern and civilized infrastructure for the industrial cluster, ensuring it is bright, green, clean, and beautiful.

The Hanoi People’s Committee assigns the Department of Industry and Trade as the focal agency responsible for managing industrial clusters in the city. The department should regularly inspect, urge, and coordinate in solving difficulties and obstacles, promptly advising the Hanoi People’s Committee on solutions to accelerate progress, ensuring the project is completed and put into operation in accordance with regulations.

Meanwhile, the investors need to concentrate all available resources to quickly complete the technical infrastructure construction of the industrial cluster and attract secondary investors to maximize the project’s effectiveness.

Mr. Nguyễn Đình Sơn, Deputy Secretary of the District Party Committee and Chairman of the People’s Committee of Phuc Tho District, delivered a speech at the ceremony.

On behalf of the local government, Mr. Nguyễn Đình Sơn, Deputy Secretary of the District Party Committee and Chairman of the People’s Committee of Phuc Tho District, evaluated that the investment in the Tam Hiep and Lien Hiep Industrial Cluster Project – Phase 2 would contribute to addressing the demand for production space for industrial and small-scale industrial facilities in the two communes, which have experienced rapid development in recent years.

Mr. Nguyễn Đình Sơn, Chairman of the People’s Committee of Phuc Tho District, introduced the project’s components to the leaders of Hanoi City and distinguished guests.

The district leadership requested that the investors continue to closely cooperate with the specialized departments of the district and the People’s Committees of the two communes, Tam Hiep and Lien Hiep, during the implementation process, ensuring compliance with legal regulations regarding planning, land use, investment, construction, environmental protection, fire safety, labor safety, and other relevant laws. The project should not affect the lives, production, or daily activities of the local residents. Phuc Tho District commits to accompanying and supporting the investors throughout the project implementation process, promptly resolving difficulties and obstacles, and providing the most favorable conditions for the project to be put into operation as soon as possible.

Additionally, Phuc Tho District hopes to continue receiving the attention and support from the city leaders, as well as the relevant departments and agencies, for the prompt approval of the Phuc Tho District Industrial Cluster Development Plan for 2030, contributing to the establishment of a synchronized industrial production network and promoting the shift in economic structure, and economic – social development.
