Approval of the Ho Chi Minh City Master Plan for the Period 2021-2030, with a Vision to 2050.

On December 31, 2024, Prime Minister Pham Minh Chinh signed Decision No. 1711/QD-TTg approving the Ho Chi Minh City Master Plan for the period 2021-2030, with a vision to 2050. ACUD Vietnam Construction Technology Joint Stock Company – a member of the S-Group Corporation – was honored to be a member of the consortium providing consulting services for the development of the Ho Chi Minh City Master Plan.

This marks a strategic milestone in shaping the comprehensive future development of Ho Chi Minh City – the nation’s leading center for economy, culture, and innovation.

The plan sets forth the overarching goal of developing Ho Chi Minh City into a global, civilized, modern, and compassionate city; a dynamic and innovative hub with a high-quality workforce and modern service-industrial sectors. It aims to be a leader in green economy, digital economy, and digital society, serving as the nation’s economic, financial, commercial-service, cultural, educational, and science-technology center. The city is envisioned to achieve deep international integration, hold a prominent position in Southeast Asia, and rank among the nation’s leaders in economic growth and per capita GRDP, surpassing the high-income threshold. Ho Chi Minh City aspires to provide a high quality of life, rich cultural identity, sustainable environment, and adaptability to climate change.

Economic Goals: The city aims for an average GRDP growth rate of approximately 8.5 – 9.0% per year during the period 2021 – 2030. By 2030, the average per capita GRDP at current prices is expected to reach 385 – 405 million VND, equivalent to 14,800 – 15,400 USD.

The average contribution to GRDP is projected to include over 60% from the service sector, around 27% from industry and construction (of which manufacturing accounts for about 22%), and approximately 0.4% from agriculture, forestry, and fisheries. The city also strives to have the digital economy contribute over 40% to GRDP.

Social Goals: The city’s permanent resident population is projected to reach approximately 11.0 million by 2030 and around 14.5 million by 2050. The average labor productivity growth rate is targeted at 7%, while the Human Development Index (HDI) is expected to exceed 0.85.
